V jeho zdech zasedal první ústavodárný parlament v dějinách země a vytvořil skvěle vypracovanou základní listinu liberálně demokratického státu, jež byla zpočátkusměrodatná i pro osvobozenecký boj Latinské Ameriky.Do scenérie tohoto zářivě bílého města, plného uprchlíků a pulzujícího obchodním životem navzdory francouzské invazi a kontinentální blokádě, umístil Arturo Pérez-Reverte několik vzájemně se prolínajících příběhů ze společnosti rejdařů, obchodních agentů, korzárů a vojáků, které jsou odzačátku spjaty kriminální zápletkou. Na různých místech Cádizu jsou spatřena těla k smrti zbičovaných dívek, a jak se záhy ukáže, děsivé nálezy mají souvislost s ostřelováním těchto míst francouzskou artilerií.
